This is a saying that is similar to “fixin’ to”, but while fixin’ to implies that someone will do something, “a mind to” means that someone is simply thinking about doing something, albeit quite strongly. For example, someone might say, “I have a mind to finish my psychology degree one day.” It doesn’t necessarily mean that they will reenroll with their university, but rather it’s something that they have been considering or thinking about.
